The decline in business in smartphones comes as Mr. Nadella, who became CEO last year, Microsoft has pulled out of the initiatives started by Ballmer.
Mr. Nadella sent an email to the entire company in late June to bring all employees for next year. He also warned in the message that Microsoft would have to "make tough decisions in areas where things are not working and solve difficult problems in ways that create value for customers."
Also in June, Microsoft said it sold its business of display advertising to AOL, Microsoft left a company that once had high hopes.
